These projects in turn, will specifically deliver positive outcomes for people in Leicester and influence value for money for Leicester City Council. Reporting to Lead Commissioner, you will also be in support of the procurement of commissioned services, so you can expect a widely varied role that can also offer creative opportunity, as well as definitive idea and direction in an exceptional team.
Working with the lead commissioner for Children’s, you will manage the delivery of the departments strategic commissioning priorities and strategic change and improvement projects. You will be part of a busy and supportive team responsible for commissioning services predominately for children an young people across social care and education, often working closely with partners in health and more widely across Leicester, Leicestershire and Rutland.
In support of the procurement of commissioned services, including drafting service specifications, tender documentation, tender evaluation etc you will also be contributing to outcomes improvement of those living in Leicester. By working effectively with providers, partners and other agencies under the direction of the Lead Commissioners, you will be able to offer flexible and adaptable solutions to enable you to bring positive change and improvement. The delivery of several projects, understanding the council’s current services and how they meet the needs of eligible people, will further encourage positive outcomes of change externally and internally. As a proven leader, you will lead project teams, confidently allocate work and deliver key objectives to specified timescales.
Excellent interpersonal skills are imperative to the role, along with the ability to liaise effectively with different stakeholder groups to communicate complex and challenging information clearly and simply. With a tenacious and creative approach, you will be able to use your existing IT ability to provide management information, data analysis, and produce complex reports.
With Exposure of Special Education Needs and Disabilities 9SEND) and Children Social Care, and / or change management, you will contribute to making service improvements and efficiencies where viable. Knowledge of children’s social care and health legislation and local government structure, including policy framework and inter relationships of stakeholders would also be of huge benefit so to be able to hit the ground running. Brilliant planning and organisational skills, with a clear focus on the delivery of key objectives to specified timescales again, would be ideal, along with knowledge of the management and delivery of change projects, arising from Programme Boards.
We are seeking 1 (maternity cover) post holder to work a 37-hour week. Working hours are typically daytime, Monday to Friday.
