The Leicester and Leicestershire Enterprise Partnership (LLEP) has an exceptional track record of programme delivery and is now seeking to recruit a Head of Programmes to continue to ensure we maintain the successful delivery of key funding programmes and projects to deliver economic growth across Leicester and Leicestershire.
With substantial investment in infrastructure, skills and business support programmes. Already committed we expect further growth funds to be invested in the LLEP area. This important role will be responsible for ensuring we have the appropriate governance and programme management systems in place to enable us to monitor our impact and performance.
Prepare an overall master programme for the LLEP to ensure the overall programme meets the required economic, quality and budget parameters.
Programme manage the delivery partners responsible for significant elements of the LLEP’s strategy.
Ensure that robust project performance monitoring and evaluation systems are in place with clear evidence base which demonstrates value for money and economic return.
Ensure that clear governance structures are in place, including project ownership and that project owners build in appropriate project management arrangements; in order to ensure consistency of project reporting.
Ensure that performance targets for the LLEP strategy and funding programmes are delivered, by putting in place appropriate performance requirements within contracts.
Prepare clear and concise monitoring reports for the LLEP Chief Executive, Programme Board and Board on the overall programme delivery.
Requirements of the post
Significant senior management experience in commissioning and procuring economic development delivery activity.
Extensive experience of translating economic development policy and strategy into implementable delivery plans.
Extensive experience of programme management and development, with a strong track record of delivering financial and performance outcomes.
Knowledge of national economic policy relating to the roles and responsibilities of Local Enterprise Partnerships (LEPs).
Substantial proven ability to plan human and financial resources and services in line with strategic and financial priorities.
The LLEP is an incorporated private company. The LLEP Chief Executive and team are employed by Leicester City Council as the accountable body for the LLEP.

The salary for this post is £51,498 - £55,301 per annum.
