Job role

This is an exciting opportunity to join the Adult Social Care and Public Health Procurement Team, which is responsible for the procurement of Adult Social Care and Public Health services. As a Procurement Manager, you will procure high value/risk services that are good quality, value for money and achieve positive outcomes for service users and/or their carers.

Working closely with Commissioners you will be provide professional and technical guidance on procurement matters. The successful candidate will be highly motivated, visionary, respectfully assertive and engaging.

You will be able to demonstrate a significant track record of procurement experience, with an ability to lead, undertake or participate in collaborative project teams to deliver complex high value/risk procurement projects.

You will liaise with Commissioners and other stakeholders, considering procurement strategies/approaches, planning the procurement process, preparing documentation (including evaluation schemes), advertising the contract, using electronic tendering systems, market engagement and stimulation, evaluating submissions, conducting negotiations and clarifications, drafting correspondence, debriefing unsuccessful bidders, agreeing contract documentation and preparing evaluations reports.

What you will need

You will have significant experience and knowledge of procurement, tendering and contract management processes, including complex, high risk and value projects in procuring services for adult social care or public health or related discipline. With an ability to compile, produce, summarise and present management/statistical/technical reports (and other documentation), using strong analytical skills and ensuring attention to detail.

You will have an ability to work as part of a team working towards common objectives with a flexible and willing approach to meet challenging demands and have an ability to work under pressure, manage, prioritise and meet deadlines, including the ability to work unsupervised if necessary.

You will have good working knowledge of EU/UK procurement law and an understanding of the principles of local government Contract and Financial Procedure Rules. Along with knowledge of Contract Law.

This position is subject to a Standard DBS check.
