We are looking for someone to prepare and develop key elements of the City Council’s Estates Strategy, including the Performance Management Framework, ensuring that a strategic approach to land and property performance management is adopted across the City Council, and to challenge the Council and the Division to deliver the best possible outcomes from investment and expenditure on assets whilst ensuring that suitable and sufficient good quality space is available to support continued delivery of safe and effective services.
Ensure robust corporate governance arrangements are in place to manage the performance of the Council’s land and property assets.
Own, develop, manage and monitor elements of the Estates Strategy and plans for land and property assets including the Performance Management Framework, the Divisional Risk Register, the Business Continuity Plan and the Division’s Service Plan.
Through utilisation of the Performance Management Framework, ensure that land and property assets provide optimum financial, environmental, social and community benefits.
Lead on the procurement of asset management systems, manage information systems, and collect, analyse and present information and intelligence on the Council’s land and property assets and Divisional services through KPI reporting and benchmarking.
Lead the effective development, co-ordination and management of key corporate initiatives, programmes and transformation projects delivered by the Division, including energy and environmental initiatives.
Ensure efficient financial management of capital and revenue income and expenditure and external funding.
• Manage the performance management and business support functions including a team of approximately 20 staff.
A Degree in a relevant discipline and/or an equivalent level of ability and experience.
Management training / experience of leading an information management / business support service.
Substantial experience in the performance management of a large, mixed property portfolio.
Proficiency in the use of ICT including: email and internet; word, spreadsheet, database and presentation packages (e.g. MSOffice); property asset management database systems (e.g. Concerto, e-PIMS); process mapping software (e.g. Microsoft Visio) and land mapping systems (e.g. MapInfo).
Excellent analytical, communication, presentation, negotiation, organisation and management skills.
Financial and commercial acumen.
The salary for the post is £38,813 - £41,675 per annum.
